Gs-2 : Federalism- Centre state relations

⚠️⚡️A very interesting article : Case study of China

🅾️What to note?-The article contrasts China's decentralized system with India's, where local governments have a much smaller role in economic decision-making. What I want you to focus on is the distinction between decentralization and federalism, emphasizing that China's central government retains ultimate control over local governments-Can be used in mains- challenges of decentralization, the complexities of China's economic model, and the implications for India's own economic development.

Gs-2 : Parliament- Parliamentary Committees

🅾️Context : Public Accounts Committee (PAC)- Its role in Parliamentary Oversight

🅾️What is the Constitutional Scheme: Parliament controls the finances of the country. The CAG audits the financial functioning of government departments. All CAG reports are sent to the PAC.

🅾️Point to focus on- The Article says that Central government has evaded meaningful parliamentary accountability for the past decade due to its comfortable majority vs the opportunity now-with a coalition government. The newly formed PAC has selected 161 subjects for deliberation, most based on CAG reports.

My learnings from students - for the benefit of those who are writing mains 2024

🅾️I had a theory for low essay scores after going through 60-70 Essay copies of previous year students who wrote mains. I wanted to test that hypothesis on the mentorship students and I was right.

🅾️One of the Learning? - Most of your Essays are either "formulaic" or lack originality in thoughts - A significant reason is that a lot of these folks copied from previous toppers notes. Pls don't do that in Essay paper.

🅾️So what is the tip ?- Hear it from the man- MS DHONI-

Upsc mains 2024 : Just a gentle reminder for the last week.

Seek no advices , suggestions or get into discussions with people you have not been in touch in this last week.

Your mental sanity is of prime importance- dont get into meaningless debates, speculations , guess works etc. you did whatever was important- just revise the facts - unless it gives you practice, avoid writing tests.

Focus your entire energy on reducing your reaction time- i.e memorise the facts , keywords and focus on structuring your answers - topic wise and paper wise.

Good luck!!

Gs-3 : Mobilization of resources- Tax reforms

🅾️Issue? - India’s low tax-to-GDP ratio hampers economic growth, particularly when compared to developed nations.

🅾️India’s approach to cross-border and digital taxation is still catching up with global standards like
OECD’s BEPS Pillar frameworks. This could lead to challenges in taxation of multinational firms and profits.

Background

🅾️First I want you to understand the concept of Intersectionality -We discussed this in the write up of this article-
Read here

🅾️Issue in this article- Flawed Justice System and Ineffectiveness of the Death Penalty: The symbolic and societal violence tied to vengeance and punishment is not sufficient to deter heinous crimes, as evidenced by ongoing high rates of sexual violence and crimes-, they fail to address deeper social problems such as patriarchal structures, economic inequality, and the failure of justice systems

⚠️The writer argues that State’s focus on punishment rather than prevention and protection is problematic- Now read this article-

Gs-1 : Indian Society- Role of Social Movements in Indian Society

🅾️Leaderless movements are an important aspect of social change in addressing issues like inequality, corruption, and state accountability. But divisions based on language, caste, religion, and ethnicity hinder the success of leaderless movements- This aspect can be linked to Diversity in India- A salient feature. Hence secularism becomes a logical necessity for unity

⚜️Social Media and New Forms of Mobilization- connect this to impact of globalization and the changing means of social mobilization.

🅾️Gs-2 : Leaderless movements' limitation= Low traction due to competing interests of various social groups.

⚠️Biggest issue of these movements= Lack of structural change resulting from these movements-At best, these movements can act as triggers for change. But for sustainable development ,it needs structured leadership and policy shifts
